Since 2005, the Base Realignment and Closure Program (BRAC) has provided many companies with a steady supply of design and construction projects. Now that BRAC has ended, there are questions about the future of government contracting.
For example: Will design-build contracts continue to prevail or will we see more design-bid-build? What type of projects will the government be procuring? What areas of the state/region are predicted to have the most growth and/or improvement? Are there any new regulations or trends that we should be aware of?
Our panel of experienced professionals will discuss what to look for in the coming months and years.
Panelists include:
Debbie Gray, Contracting Chief, US Army Corps of Engineers, Norfolk District
Debbie received her Bachelor of Science in Business Administration (Management) from Old Dominion University and her Masters in Acquisition and Procurement from Florida Tech. She is a Certified Federal Contracts Manager (CFCM) and has achieved her Level III certification in Contracting and Corps Eligible Status. Debbie began her work with the Norfolk District in 1983. She has worked in the Engineering Division, Legal Division, and finally landed in Contracting. She has experience with most aspects of construction contracting (to include Sealed Bidding, Design-Build, and Integrated Design-Bid-Build) and A/E.
Captain John Adametz, Operations Officer, NAVFAC MIDLANT
Captain Adametz reported as NAVFAC MIDLANT Operations Officer in August 2011. He graduated from the Virginia Military Institute in 1989 with a degree in Mechanical Engineering and received a Master of Science in Civil Engineering in 1997 from The Pennsylvania State University. He is a registered Professional Engineer in the Commonwealth of Virginia, a graduate of The Executive Program at the University of Virginia, a member of the Navy Acquisition Professional Community, Project Management Professional, Certified Facility Manager and a member of the Society of American Military Engineers.
Mark Lewandowski, PMP, Contracting Officer, GSA
Mark is a Supervisory Contracting Officer and the VA/WV Section Chief for the Acquisition Management Division, PBS, Mid-Atlantic Region for GSA. With over 25 years of experience in procuring a variety of products and services, Mark began his career with the Department of the Navy in 1985 and moved to GSA in 1989. He has worked on a number of Capital Projects, set Procurement Policy, and developed innovative practices. Mark is a Philadelphia native holding a Bachelor of Business Law and an MBA in Finance, both from Temple University. He is also a certified Project Management Professional with the Project Management Institute.
Celeste Dow, Small Business Utilization Specialist, GSA
Celeste is a veteran government employee who holds a Bachelor of Science in Business Administration and has over 29 years of acquisition experience with the Federal government. Her responsibilities over this period have included serving as a Contract Administrator and conducting the full-range of contract pre- and post-award actions. Celeste possesses an extensive knowledge of acquisition-related statutes, regulations and policies. She also serves as a Contracting Officer with an unlimited signature authority for pre- and post-award actions with large dollar valued, multifaceted, and sensitive contracts. In support of GSA's mission of educating our constituents about the agency, Celeste is currently transitioning with the Office of Small Business Utilization with a special emphasis towards awareness of GSA's socio-economic programs.

Larry Willis, PE, Sr. Vice President/Director of Government Programs, H&A Architects & Engineers
Larry began his career at H&A as a staff structural engineer, later assuming the role of project manager. In that role he was instrumental in establishing the Government Programs market and was named Director of Government Programs. In 2010 he was promoted to Senior Vice President. His leadership, service and reputation with government programs has led to its current standing as H&A's second largest market. Larry earned his B.S. in Civil Engineering from Brigham Young University and his masters degree in Civil Engineering from the University of Houston.

Registration Policy:
Payment is accepted online, at the door or mailed in advance to: SMPS Virginia Chapter Treasurer, Jenni Szabo, DJG Inc., 449 McLaws Circle Williamsburg, VA 23185. Checks are payable to SMPS Virginia.
Service Charge: If payment is not received by the start of the program, parties will be invoiced for payment of registration fee plus a $10.00 service charge to cover billing and processing.
Cancellation Policy: Cancellations may be made in writing up to 48 hours in advance for a full refund. No-shows and cancellations made less than 48 hours in advance are responsible for the full cost of registration. No-shows and cancellations made less than 48 hours in advance who registered using the “pay at the door” feature are responsible for the full cost of registration plus a $10 service charge and will be billed accordingly.
